Contract Awarded for Downtown Safety & Streetscape Project; Phase 1 Begins in October

Road Closure Information General

The City of Troy has awarded the contract for the Downtown Safety & Streetscape Project to Double Jay Construction. This much-anticipated project will begin on October 5 with an initial focus on the center of the Public Square.
The project will bring a range of updates to Troy's historic downtown, including improvements to sidewalks, curbs, and pavement for pedestrian and driver safety, along with needed utility and infrastructure improvements.
A tentative schedule is shown on the attached map. As with any major infrastructure project, the schedule may shift based on progress and weather conditions.

Phase 1 Begins in October with Center Circle Work — and No Road Closures
The project's first phase will include installation of the truck apron, relocation of streetlights, and ancillary utility work around the center circle. The truck apron provides additional space for larger vehicles to safely navigate the roundabout while preserving the historic character and function of downtown. Traffic around the center circle will be maintained.

What to Expect:
  • Downtown Troy is open for business and ready to welcome visitors.
  • City staff and contractors will work directly with downtown business owners throughout the project to ensure minimal interruptions and, whenever possible, will schedule the heaviest work at times least disruptive to businesses.
  • During Phases 2 through 5, as each quadrant closes for work, parking and vehicle traffic will be restricted in that quadrant only — other quadrants, lots, and on-street parking remain open.
  • Pedestrian access will be maintained throughout construction, with safe routes provided to help customers reach businesses.
  • The Grand Illumination and Santa House festivities will be held as usual this holiday season.
City Engineer Jill Rhoades said, “While we know that construction can be painful, this project is necessary to improve safety, update failing infrastructure, and replace 100-year-old utilities to serve our businesses and residents for the next 100 years. We look forward to working with businesses to keep downtown open and business disruptions to a minimum.”
